By law, teams in the Medicaid and CHIP Business Information Solution (MACBIS) must design and develop products that conform to the Revised Section 508 Accessibility Standards. It’s important to learn what these standards entail. Section508.gov’s Guide to Accessible Web Design and Development explains the requirements. It also calls out specific considerations for content, design, and development.
Your first points of contact for questions about Section 508 should be the Section 508 program managers for the Centers for Medicare and Medicaid Services (CMS). Section508.gov provides a list program managers for every agency. Find CMS under the Department of Health and Human Services (HHS):
Section 508 incorporates the Web Content Accessibility Guidelines (WCAG) 2.0 Level AA success criteria. As such, it is helpful to familiarize yourself with the WCAG 2.0 standard.
That said, WCAG is an evolving set of requirements, and WCAG 2.0 (published back in December 2008) is no longer the current version. We encourage you to go beyond the requirements of Section 508 and WCAG 2.0 by reviewing and conforming to WCAG 2.1 (published June 2018) and WCAG 2.2 (the latest version, published in October 2023).
